Over the years, federal, state and local governments have developed regulations for bulk storage tanks and aboveground storage tanks. Federal agencies like the Environmental Protection Agency (EPA) have developed regulations to protect people and the environment. The EPA sets forth regulations for aboveground storage tanks but leaves the regulation of underground storage tanks to state and local governments.

Industry Regulations for ASTs and Specialty Vessels

Professional organizations also set forth regulations, standards and guidelines. These organizations advocate for their industries while creating guidelines for tank construction, maintenance and repair. Their goal is to enhance operational and environmental safety, efficiency and sustainability. These regulations also create rules that produce standard, interchangeable equipment on storage tanks.

The American Petroleum Institute (API) leads the oil and gas industry. Their standards are highly respected for tank design and construction.

The API explains the rationale for its standards writing:
For more than 90 years, API has led the development of petroleum, natural gas and petrochemical equipment and operating standards. These represent the industry’s collective wisdom on everything from drill bits to environmental protection and embrace proven, sound engineering and operating practices and safe, interchangeable equipment and materials. API maintains more than 700 standards and recommended practices. Many have been incorporated into state and federal regulations and they are also the most widely cited standards by the international regulatory community.
